In commercial relations we can find different cases, with their concrete and specific treatments. Today we will explain what the ATA Carnet is and in which cases it is applicable.
Meaning of the ATA Notebook
The so-called ATA Carnet (Admission Temporarie / Temporary Admission) is a document of international validity that allows the free acceptance of goods in a customs office, establishing them as free of import duties, being this merchandise forwarded only to a minimum of customs responsibilities.
It is valid in the 78 countries and territories adhered to the ATA system, and it is commonly known as the Passport for goods, since it allows you to save several
customs formalities
by having this document in your possession. In addition, it replaces the old temporary import and export documents.
Uses of the ATA Notebook
However, there is one point that is crucial in the use of this passport. We know that it may sound very juicy to get this document, but you must pay attention to its Temporary Admission nomenclature to identify that it will only be valid for goods that will be temporarily in the country or territory.
This means that the final destination of the merchandise is not this country, or that it will not be modified or processed in this country. Included here are those goods that are intended to be shown at fairs or exhibitions, to be used in product samples for vendors or to be used as material or professional facilities such as film shoots, sporting events, technical infrastructures, or similar.

However, if our intention is to move merchandise under any of the previously mentioned assumptions, it is very advisable to obtain it beforehand if we want to save a lot of paperwork.
Exceptions to application
The ATA Carnet can be extremely useful and practical to introduce goods whose country is not the final destination, benefiting from an exemption of taxes and duties. However, it does not allow evading all customs controls.
In particular, all restrictions and measures related to safety, environment or health, among others, will continue to apply, which will vary depending on the country concerned.
Also, as previously mentioned, it cannot be applied on goods whose country is the final destination of the export. In addition, products that are liquid, perishable, chemical or goods that cannot be identified are exceptions to the application of this document.
Application of the ATA Notebook
The application of the same document can be done in two ways, depending on the goods and the type of transport:
- In person: It is the same person who wants to carry out the transport who presents the ATA documentation to the corresponding customs office, where its entry into the territory will be validated, thus being exempt from duties or taxes.
- By means of cargo: If the goods to be transported are of a certain volume, they must be transported by ship or cargo plane, therefore, it is advisable in these cases to use a customs clearanceto manage all the formalities and significantly simplify our interaction in the process.
