REX Record: Streamling International Trade for a Global Market

Would you like to simplify your international trade procedures and access tariff benefits? Discover the REX Record, the key to more agile and efficient origin management. Boost your global business with less bureaucracy!

REX Record: What it is and how it works

The Record of Exporters (REX) is a system for justifying the preferential origin of goods for international trade. It is used for both exports and imports and simplifies trade procedures, as it allows the registered exporter to self-certify the preferential origin of the goods.
This certification is made on the invoice or any other commercial document related to the shipment, without the need for a certificate of origin to declare the origin of the goods.

How the REX System Works

In order to be able to communicate origin, the economic operator must be registered in a database managed by the competent authorities of the Member State of the beneficiary country, thus becoming a “registered exporter.”
Once registered in the system, the exporter receives a unique REX code that must be used in their origin declarations.

Origin of the REX Record

Following the search for a more modern system, the REX Registration will gradually and completely replace the current system of proof based on certificates of origin (EUR-1, Form A) and “invoice” declarations of origin made under certain conditions by economic operators (authorized exporter “for origin purposes” or exports with a value of less than € 6,000).
The objective of the latest version of the REX system is to increase the efficiency and transparency of its operation, representing a further step towards the digitalization and automation of the origin certification process.

Benefits of REX Registration for Exporters

The REX system offers several advantages to exporters, especially those who regularly trade with EU countries:

  • Ease of Compliance: With self-certification, exporters do not need frequent approval from authorities, simplifying the process.
  • Cost Reduction: Exporters avoid the additional fees and costs associated with traditional certification.
  • Improved Market Access: Through self-certification, exporters can access preferential tariffs under the GSP and FTAs with less administrative burden.
  • Increased Efficiency: Self-certification allows exporters to avoid the delays that often arise when processing documents with authorities.
  • Streamlined Operations: Since the REX system only requires an internet connection, exporters can register, file declarations, and update information quickly as needed.
  • Tariff Advantages: Registered exporters can benefit from EU trade agreements with other countries, which offer tariff advantages and other favorable conditions.

Benefits of REX Record for Importers

The benefits of REX Record are not limited to exporters; they also indirectly impact importers, generating significant efficiencies in the international supply chain.

  • Reduced delivery times: Streamlining the certification of origin process in the exporting country results in faster and more predictable transit of goods.
  • Reduced bureaucracy: Simplified documentation at origin reduces the likelihood of errors and facilitates customs clearance in the importing country.
  • Reduced administrative costs: A more efficient document process for the exporter can lead to lower costs associated with customs clearance for the importer.
  • Inventory optimization: Greater predictability in delivery times allows importers to better plan their inventories and reduce storage costs.
Improved logistics planning: A more fluid supply chain facilitates logistics planning and management for the importer.
  • Increased competitiveness: The overall efficiency of the supply chain, boosted by the REX, can contribute to an importer’s greater competitiveness in their market.

How to register for the REX Record?

The application for registration in the Exporter Registration System (REX) is usually available electronically at the headquarters of the corresponding agency depending on the country.
At this point, it’s worth mentioning that the registered exporter assumes a series of responsibilities when they become part of the REX system. If you become a registered exporter, you are required to provide a correct declaration of origin and keep the information up to date.
Customs authorities will verify the validity of the declarations of origin in the REX system, and if they detect errors or fraudulent data, the registered exporter could face unintended consequences.

I am an importer. How do I verify the REX Record of my goods?

If you are an importer, you can verify the origin of your goods through the REX system by following these steps:
1. Review your commercial documents: Information on the origin of your goods can be found on the invoice or in other commercial documents related to your shipment.
2. Find the REX number: Remember that the REX number is a unique code assigned to the exporter registered in the system.
3. Verify the declaration of origin: The commercial documentation must include a specific declaration confirming that the goods have preferential origin.
4. Validate the declaration: For added assurance, you can verify the validity of the REX code on the EU REX portal, where the data of registered exporters is published.

Frequently Asked Questions

  • Is registration in the REX system mandatory?
It is not mandatory for all exporters, but it is necessary if you want your importers to benefit from the preferential tariffs offered by EU trade agreements, such as the GSP. If the value of your export is low (generally less than €6,000), you can make an origin declaration without registering with the REX, although the system is being promoted to completely replace the old certificates.
  • What is the main difference between the REX and a EUR-1 certificate?
The main difference is that the REX allows self-certification by the exporter on the invoice, eliminating the need for a customs or government authority to physically issue a EUR-1 certificate for each shipment. This significantly reduces paperwork and waiting time.
  • What if my REX number does not appear on the EU portal?
If the REX number does not appear on the EU public portal, it may be because the exporting country is still in the process of implementing the REX system, or because the exporter has not properly completed their registration. If the exporter has provided you with a number, but it cannot be verified, there is a risk that the importer will not be able to apply the preferential tariff at customs.
  • How long is the REX Record valid once granted?
The REX registration does not have a specific expiration date; it is valid as long as the exporting company fulfills its responsibilities and is not revoked by the customs authorities of the beneficiary country. The company must keep its information up to date.
  • Can I use the REX system to export to any country?
No, the use of the REX system is limited to countries with which the European Union has established a trade agreement that includes this system, such as the Generalized System of Preferences (GSP) or certain Free Trade Agreements (FTAs). It is crucial to verify the specific regulations of the destination country.
